Update 4 August 2020:
The Welsh Government announced that the Childcare Offer will re-open.
The Childcare Offer was suspended in April to allow resources to be refocused, to support the childcare needs of critical workers and vulnerable children through the Coronavirus Childcare Assistance Scheme (CCAS).
Parents who would have been eligible for the Offer in the summer term, but who missed out on a full term because they could not take up the Offer due to the pandemic, will be able to submit their applications now.
Applications from parents whose child becomes eligible for the Offer in the autumn term will be considered from 20 August 2020.

The Welsh Government childcare offer has been available in all areas of Newport since October 2018.
A maximum 30 hours of combined education and childcare will be offered to eligible working parents of 3 and 4 year olds for up to 48 weeks of the year.
The offer is available for children from the term after their third birthday until the September following their fourth birthday when they are offered a full-time education place.
The childcare offer is separate to the admission to nursery education application (sometimes called 'early education' or Rising 3).
To receive 30 hours of childcare during term time, you will need to have applied and been approved for the childcare offer and nursery education.
During the nine weeks of holiday entitlement, the full 30 hours is available under the childcare offer only.

Who can apply
You are eligible for the childcare offer if:
- your child is 3 or 4 years old
- both parents work if you are a two parent family
- you work at least 16 hours at the national minimum or living wage
- you earn a weekly minimum equivalent of 16 hours at the national minimum wage (NMW) or national living wage (NLW) (around £111 and £115 a week at the current 21-24 NMW and NLW rate respectively) but less than £100k per year
When to apply
Eligible children may start their childcare offer entitlement during the term after they turn three.
Summer term 2020 applications: Childcare Offer applications for children born between 1 January 2017 and 31 March 2017 can be submitted now.
If you had already submitted your application before the pandemic, you will receive an email asking you to review your application, upload up-to-date documents and resubmit by a specified deadline, in order for funding to be in place for 1 September.
Autumn term 2020 applications: Childcare Offer applications for children born between 1 April 2017 and 31 August 2017 can be submitted from 20 August 2020.
Please note that applications may take up to 20 working days to be processed and Summer term applications will be prioritised.
If you choose to use childcare before your application is approved, you will be liable for any costs of the childcare.
Childcare Offer funding cannot be backdated for the period before an application is approved.
You must talk to your childcare provider first as the application form asks you to confirm which childcare provider you are using.
