Fairness and Equality Impact Assessments (FEIAs) are used to look at the effect of any change to council services or employment from everybody's viewpoint to make sure that the changes are fair and do not discriminate.
Equality Impact Assessments (EIAs) are required by law under the Equality Act 2010 and Newport's assessments also examine fairness and the Welsh language.
For example, any new service would be examined to compare the experiences of disabled and non-disabled people to see how good access is.
The assessment will cover age, disability, gender, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion and belief, the Welsh language and sexual orientation.

Procedure
The EIA follows these stages:
- identify a policy, practice or decision
- consult the people it effects
- gather and analyse information
- complete the assessment
- use the assessment to inform council decisions
- publish the assessment and the result of the decision
