A fee is payable for most planning applications, the amount depends on the proposed development.
Fees are set by the Welsh Government and are the same for all Welsh planning authorities.
Changes to fees for planning and related applications
The Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) (Amendment) Regulations 2020 came into force on 24 August 2020.
These Regulations amend the Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) Regulations 2015 and will increase planning application fees by 20%.
All applications submitted on or after this date must be accompanied by the new fee, an updated fee schedule will be published as soon as possible.
Post-submission amendments - from 16 March 2016 an applicant who has submitted a major planning application and who wishes to amend their proposal is required to pay a fee of £190 when an amendment is submitted.
Regulation 5 of The Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) (Amendment) Regulations 2016 inserts regulation 16(A) [Fees for post submission amendments to major development applications] into the Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) Regulations 2015 to require the payment of a fee of £190.
Payment of the application fee is a statutory requirement and it must be paid before the council does any work on your application.
If the required fee is not received your application will be returned to you.
How to pay
- in cash at the Information Station (please do not send cash in the post)
- by cheque, payable to Newport City Council, posted or taken to the the Information Station
- by credit or debit card at the Information Station or over the phone on (01633) 656656
- Online if you are submitting your application via the PlanningPortal

Refunds are only payable if your application is returned to you because it is invalid, or if the applicant and local planning authority do not agree an extended time period to determine an application.
A refund is provided 16 weeks after the start date for a householder application and 24 weeks after the start date for all other applications.
If your application is refused or withdrawn, you will not get a refund.
You have a free right of appeal to the Welsh Government against the council’s decision to refuse your application.
